তৎকালীন বাংলাদেশের অন্য নদী অঞ্চলে ঘন ঘন স্থানান্তর ও প্রশাসনিক দুর্বলতার কারণে রোগের গতিবিধি বোঝা কঠিন ছিল। কিন্তু মতলবের প্রাকৃতিক সীমাবদ্ধতা ও স্থিতিশীল জনসংখ্যার কারণে গবেষকরা নির্ভুলভাবে ট্র্যাক করতে পারতেন কে কোথায় থাকে, কার অসুস্থতা বা মৃত্যুর কারণ কী এবং রোগ কীভাবে ছড়াচ্ছে। ফলে দীর্ঘমেয়াদি জনস্বাস্থ্য গবেষণা সম্ভব হয়।
১৯৬৬ সালে প্রতিষ্ঠিত হয় বিশ্বের অন্যতম দীর্ঘমেয়াদি পর্যবেক্ষণভিত্তিক জনসংখ্যা নথিভুক্তি ব্যবস্থা। পরবর্তীতে ১৯৭৮-১৯৮৫ সালে মতলবে বাড়ি বাড়ি গিয়ে জন্মনিয়ন্ত্রণ সেবা দেওয়ার পরীক্ষামূলক কর্মসূচি চালু হয়, যার ফলে এখানে জন্মহার দ্রুত কমতে থাকে। এই মডেলই পরে বাংলাদেশের জাতীয় পরিবার পরিকল্পনা কর্মসূচির ভিত্তি হয়। একই সময়ে এখানে মুখে খাওয়ার স্যালাইন (ওআরএস)-এর বাস্তব কার্যকারিতা যাচাই করা হয়, যা পরে আন্তর্জাতিকভাবে স্বীকৃত হয়ে বিশ্বজুড়ে শিশু মৃত্যুহার কমানোর প্রধান অস্ত্রে পরিণত হয়। আশি ও নব্বইের দশকে মতলব মাতৃ ও শিশু স্বাস্থ্য, অপুষ্টি এবং টিকাদানের দীর্ঘমেয়াদি গবেষণার কেন্দ্র হয়ে ওঠে। এভাবে মতলব প্রমাণ করে যে, একটি ক্ষুদ্র গ্রামীণ জনপদও প্রমাণভিত্তিক গবেষণার মাধ্যমে এমন নীতি ও সমাধান জন্ম দিতে পারে যা পুরো দেশের স্বাস্থ্যব্যবস্থাকে বদলে দেয়।
এই ভাবনাটাই সেন্ট মার্টিনের ক্ষেত্রে সবচেয়ে প্রাসঙ্গিক। মতলব যেমন জনস্বাস্থ্যের পরীক্ষাগার ছিল, সেন্ট মার্টিন তেমনি হতে পারে বাংলাদেশের পরিবেশ, বর্জ্য ও পর্যটন নীতির পরীক্ষাগার।
মতলবকে আদর্শ ধরে দেখলে বোঝা যায়, উপকূলীয় প্লাস্টিক দূষণ পরিমাপ, প্রতিরোধ, সংগ্রহ, পরিবহন এবং নগর বিপাকপ্রক্রিয়া বোঝার জন্য বাংলাদেশের মানচিত্রে সেন্ট মার্টিনের চেয়ে উপযুক্ত স্থান খুব কমই আছে। এখানে স্থায়ী জনসংখ্যা সীমিত, প্রায় সাত থেকে আট হাজার। কিন্তু পর্যটকের প্রবাহ অনিয়ন্ত্রিত। মৌসুমে প্রতিদিন আট থেকে দশ হাজার পর্যটক আসে, যদিও পরিবেশ অধিদপ্তরের হিসাবে দ্বীপের দৈনিক ধারণক্ষমতা মাত্র সাড়ে তিন থেকে চার হাজার। অর্থাৎ দ্বীপ প্রতিদিন নিজের সক্ষমতার দ্বিগুণ চাপে থাকে।
ফলে দ্বীপের আরবান মেটাবলিজম অর্থাৎ একটি বসতি কীভাবে খাদ্য, পানি, শক্তি ও পণ্য গ্রহণ করে এবং বর্জ্য হিসেবে বের করে দেয়—তা অত্যন্ত দ্রুত ও তীব্রভাবে দৃশ্যমান হয়। একটি ক্ষুদ্র দ্বীপে এই বিপাকপ্রক্রিয়া কীভাবে বিপর্যস্ত হয়, তা আমরা সহজেই পর্যবেক্ষণ করতে পারি। অতিমাত্রায় প্যাকেটজাত পণ্যের ব্যবহার এবং সংগ্রহ-পরিবহন-নিষ্পত্তির অভাব কীভাবে একটি অঞ্চলকে ধীরে ধীরে অকার্যকর করে তোলে, সেন্ট মার্টিন তার টেক্সটবুক উদাহরণ।

আমাদের সংগৃহীত ডেটা এই প্রবণতাকে আরও স্পষ্ট করে। ২০১১ থেকে ২০২৪ সাল পর্যন্ত পরিচ্ছন্নতা অভিযানে একদিনে সংগৃহীত বর্জ্যের বিশ্লেষণে দেখা যায়, খাবারের মোড়ক বা ফ্লেক্সিবল প্লাস্টিক সবসময়ই পানীয়ের বোতলের চেয়ে বহুগুণ বেশি। ২০১১ সালে বোতল ছিল মাত্র ১৬১টি, মোড়ক ৩,৪৪৬টি। ২০২৪ সালেও মোড়ক প্রায় ১৩,৫০০টি, বোতল ৬,৩৫০টি। ২০২২ সালে মোড়ক ২৩ হাজার ছাড়িয়ে যায়, বোতল ছিল প্রায় ৭ হাজার।

যে প্লাস্টিকের পুনর্ব্যবহারযোগ্যতা কম বা নেই, সেগুলোর সংগ্রহে আগ্রহও কম। এগুলো বিক্রি হয় না বা খুব কম দামে হয় এবং তুলে আনা শ্রমসাধ্য। ফলে কস্ট-বেনিফিট হিসেবে সবাই রিজিডকেই প্রাধান্য দেয়। কিন্তু বাস্তবে সবচেয়ে বেশি জমে নরম বা ফ্লেক্সিবল প্লাস্টিক, বিশেষ করে বহুস্তরযুক্ত খাবারের মোড়ক, যা পুনর্ব্যবহার করা প্রায় অসম্ভব।
রিজিডের উচ্চ রিসেল ভ্যালু থাকলেও ফ্লেক্সিবল প্লাস্টিকের নেই। যে প্লাস্টিক পুনর্ব্যবহার করা যায় না, সেটাই সমুদ্রতীরে, ঝাউবনে বা ট্রি লাইনে সবচেয়ে বেশি জমে। এই ফ্লেক্সিবল প্লাস্টিকের মূল চালিকাশক্তি অতিভোগবাদ। আমরা কি এই অতিভোগবাদ পুরোপুরি থামাতে পারব? সম্ভবত না। কিন্তু আমরা এর প্রবাহ নিয়ন্ত্রণ করতে পারি, ঠিক যেমন মতলবের অভিজ্ঞতা থেকে শিখে জন্মহার নিয়ন্ত্রণ করা হয়েছিল।
সেন্ট মার্টিনের আরেক বড় সমস্যা মানুষসৃষ্ট বর্জ্য বা অ্যানথ্রোপোজেনিক ডেব্রি। বিচ্ছিন্ন দ্বীপে বর্জ্য একবার জমতে শুরু করলে তা ধীরে ধীরে পরিবেশের অংশ হয়ে যায়। আমরা যা সংগ্রহ করি তা কেবল দৃশ্যমান বর্জ্য। তার নিচে আরও গভীর বিপদ লুকিয়ে আছে। বহু বছর ধরে জমে থাকা প্লাস্টিক এখন ভেঙে মাইক্রোপ্লাস্টিকে পরিণত হচ্ছে এবং দ্বীপটি ক্রমে খোলা সমুদ্রে মাইক্রোপ্লাস্টিক নির্গমনের স্থায়ী উৎস হয়ে উঠছে।
এগুলো আর তুলে আনা যায় না, এগুলো আর বর্জ্য নয়। এগুলো ইতোমধ্যে দ্বীপের দৃশ্যমান ও অদৃশ্য পরিবেশ চক্রের অংশ। ঝাউবন, ট্রি লাইন বা অগভীর জলে জমে থাকা মোড়ক ও পলিথিন ভেঙে এমন কণায় রূপ নিচ্ছে যা চোখে দেখা যায় না, কিন্তু সামুদ্রিক জীব, প্রবালপ্রাচীর ও খাদ্যশৃঙ্খলে দীর্ঘস্থায়ী ক্ষতি করছে।
বিশ্বের অনেক দ্বীপে দেখা গেছে, বর্জ্য ব্যবস্থাপনা না থাকলে ওই দ্বীপই মাইক্রোপ্লাস্টিকের উৎস হয়ে ওঠে। সেন্ট মার্টিনও একই পথে হাঁটছে। এটাই দৃশ্যমান বর্জ্যের বাইরে আরও বড় বাস্তবতা, যা আমাদের এখনই গুরুত্ব দিয়ে দেখতে হবে।
সেন্ট মার্টিনের সমস্যা সমাধান কঠিন নয়। এখানে শতভাগ স্থলভাগে কাজ করা সম্ভব, জনসংখ্যা প্রায় নির্দিষ্ট এবং নগর বিপাকপ্রক্রিয়ার নিয়ামকগুলো সুনির্দিষ্টভাবে পরিমাপ করা যায়। গালাপাগোস, বোরাকাই বা ফি ফি আইল্যান্ডের মতো দ্বীপগুলোতে দেখা গেছে, পর্যটক সংখ্যা নিয়ন্ত্রণের সঙ্গে বর্জ্য নিয়ন্ত্রণ একসঙ্গে করলে জৈব বৈচিত্র্য পুনরুদ্ধার সম্ভব হয়েছে।

গুরুত্বের অবহেলা ভবিষ্যতের সব অনিবার্য সংকট মোকাবিলার পথে বাধা হয়ে দাঁড়ায়। সেন্ট মার্টিন তার জ্বলন্ত উদাহরণ। কারণ, নদীমাতৃক বাংলাদেশকে যদি পৃথিবীর সবচেয়ে বড় বদ্বীপ বলা হয়, তবে এটাও সত্য যে এ দেশের স্থলভাগ আসলে অগণিত ক্ষুদ্র সেন্ট মার্টিনের সমষ্টি, যেখানে বিপাকপ্রক্রিয়া ভেঙে পড়ার ঝুঁকি একই। জনঘনত্ব এখানে কোনো বাধা নয় বরং কম জনঘনত্বের কারণে এখানে কার্যকর বর্জ্য ব্যবস্থাপনা মডেল তৈরি করা আরও সহজ হতে পারত। সমস্যা জনসংখ্যায় নয়, আমাদের অগ্রাধিকার ও ব্যবস্থাপনায়।
